Summary

This book deals with the issue of territorial decentralization in the process of rebuilding and post-crisis reconstruction of the state in French-speaking Africa since the 1990s. From this analysis, three different logics emerge, first of all Gabon, where decentralization turns out to be failing because it did not achieve the objectives of refounding autonomous local authorities. In Mali, decentralization is a policy of stabilization and re-stabilization. Decentralization in the case of Mali is the only solution accepted by the parties to the conflict. The other dynamics observable in this study are those called stabilization and consolidation, they respectively describe the cases of Burkina Faso and Benin. Indeed, in Burkina Faso, following the fall of the Compaoré regime, the reconstruction of the institutions following this crisis was an imperative. In this perspective, territorial decentralization has been retained as an essential part of the refoundation of the state. The case of Benin seems particularly interesting, because this country started at the beginning of the 90s a process of refoundation of the State following the crisis of the end of the 80s with an important place for the territorial decentralization. The re-founding of local authorities has been strictly governed by the principles of the rule of law and this policy continues to evolve.

Graduate of ENA Strasbourg-France, Ladislas NZE BEKALE is a Doctor in Military History and Defense Studies (Univ Paul Valery - France). He is currently Head of Facilities Management Unit, African Union Commission, Researcher at the UQAM Africa Analysis and Forecasting Center (Canada) and Associate Researcher at GRESHS (Ecole Normale Supérieure-Gabon). He is the author of several scientific articles and two books on: "The Principle of Free Administration in the Test of Territorial Communities of Francophone Africa (Benin, Burkina Faso, Gabon, Mali, Senegal)" and "Introduction to the finances of territorial collectivities of French-speaking Africa (Benin, Burkina Faso, Gabon, Mali, Senegal) ".
